The project has been designed by Ankrom Moisan Associated Architects and developed by Inland Construction Company. It provides permanent affordable housing for 45 homeless and 15 low-income residents of the Eastside community. A total of 16 units will serve homeless youth and young adults aged from 18-24 who are directly referred by Friends of Youth. The housing also offers 10 apartments for formerly homeless veterans, seven apartments for homeless men coming from Congregations for the Homeless, as well as a pair of apartments reserved for survivors of domestic violence as specified by Eastside Domestic Violence Programme.

The property comprises a host of green features which includes a rooftop garden. It also incorporates rain planters to allow percolation of rain runoff through vegetation and filter pollutants. Further, it has been equipped with low voltage lighting and energy monitors in the homes to display the daily consumption of energy.

The project has been financed via various sources. They include Community Development Block Grant, King County Veterans/Human Services, Deferred Developer Fee, Washington State Housing Trust Fund, Low Income Housing Tax Credits, Washington Community Reinvestment Association, ARCH, and Washington State HOME Funds.
