The renovation plan is aimed at bringing the 1940-built Kerrville ISD in compliance with the Disabilities Act and Title IX requirements.
The stadium has various ADA issues including, under parking, limited handicapped spaces and limited paved areas. There are limited handicapped restroom stalls as well as limited handicapped seating areas for both men and women. The stadium currently has seven women’s restroom stalls on the home side as opposed to 39, and 20 for men; and 15 each for women and men on the visitor side. Even the field house does not have designated female locker room with limited restroom stalls out of which none are outfitted for girls. There is no female shower area and no access to trainers without entry into the boys’ locker room.
Another safety issue is that there are no handrails at all in the bleachers. There are limited sidewalks throughout the complex with poor lighting inside the stadium and parking lots. The weight room is also too small for athletic numbers while locker room dressing areas frequently serve as meeting rooms.
Upgrades to the stadium will include renovation of existing space, and addition of girls’ locker room, showers, restrooms and storage; common weight room expansion; new common training room, office and storage; and new common meeting room, laundry, mat room and storage.
Major upgrades would be three additional paved parking areas; three support buildings including two restrooms and an added concession stand; and a field house expansion. This includes paving and adding about 650 parking spaces, and concrete walkways throughout. There will also be improved lighting on the field and new lights on the parking lots along with new accessibility fixtures and plumbing repairs.
Construction costs for the stadium included $300,000 for handicapped seating, rails and drainage in the home bleachers; $200,000 for seating and rails; $1,705,000 for home-side restrooms, visitor side restrooms and home side concession area; $230,000 for athletic field lighting; and $70,000 to create a new site for track and field events closer to the maintenance building and bus barn. That total was estimated at $2,505,000. To expand the field house by about 11,000 square feet, or more than twice its current size, his preliminary estimate is $2,658,560. The combination of site development, stadium, field house and other costs total the $8,515,796 preliminary estimate.
Total expenditure for renovation will be $8.5 million. Kerrville ISD will procure the remaining balance from district reserves.
