The terminal forms part of a $543 million expansion and refurbishment project which received a green light from the county Board of Supervisors in 2004. The new terminal will be equipped with six new passenger gates, touch screen check-in terminals serving all airlines, a pair of commuter terminals, new accommodation for regional airline travellers, as well as new baggage carousels.

The new facility will incorporate a larger number of security screening checkpoints. The checkpoints will be fitted with new full-body scanners. There will be additional retail units and dining options. The terminal will also possess a new parking lot with a capacity to accommodate over 2000 stalls. Further, the entire facility will comprise additional outlets and new work stations at the gates while offering free Wi-Fi access.

The interior portion of the present Terminals A and B will also undergo an overhaul as part of the project. In addition, two gates of the present Riley Terminal will be remodelled to facilitate arrival of the international travellers with a capacity to house 300 passengers every hour.
