Nouvel has crafted the building in such a way that it can be articulated in a number of ways. This has been achieved by the incorporation of different visual elements by stacking three looks on top of each other with each stepping back from the previous footprint. This structure helps in offering levels of terraces, resembling a kind of modern hanging gardens of Babylon.
Each of the terraces has been designed to have a different unique theme. The first terrace on the fifth floor resembles the hillsides of Meudon and Sevres that are famous in France for their relaxing image. The second level on floor 13 is designed to look like a mountainside with plants suitable for a windswept climate. At the top on the 18th floor, the terrace features a set of green space housed within a greenhouse with the reflections creating a further virtual garden.
The Horizons Tower building project featuring 38,600 square metre of office space is a part of the Rives de Seine regeneration scheme, and is led by real estate firm Hines France. The 88m tall tower is considered as one of the most interesting tall buildings under construction in Paris right now. The building is on schedule to be completed in 2011.
