Forest City Enterprises, a real estate company in Ohio who owns the tower, has renovated the complex’s elevators, upper floors, and spire. The observation deck, which is located on the 42nd floor of the Terminal Tower, was closed after 11 September 2001. The $40 million extensive interior and exterior renovations has retained and refreshed the Art Deco-inspired design of the deck.
The observation deck was reopened on 10 July 10, 2010 for a limited period, with plans to expand public access.
The observation deck was originally intended to be used by Goodyear for future dirigible travel between Cleveland and New York City. The proposal to be used as a terminal was considered unfeasible, and so it was converted as an overlook and tourist attraction.
In 2007, a proposal was brought to Forest City to reopen the deck. The proposal included renovation of the deck and addition of an express elevator to take visitors to it. To reach the observation deck prior to its closure, visitors had to take an elevator to the 33rd floor and move to another elevator to reach the 42nd floor.
The Terminal Tower remained the tallest building in Cleveland until the completion of Key Tower in 1991.
